Chip Monaco brings more than 25 years of transformative leadership experience in state and local public policy to the role of Executive Director for the Orange County Taxpayers Association.

 

As a seasoned C-suite executive, Chip successfully navigated complex regulatory landscapes across both public and private sectors, building strategic coalitions and driving favorable policy outcomes for organizations throughout Southern California.

EXPERIENCE

Chip Monaco's extensive private sector experience includes serving as Senior Vice President at CR&R Inc and Regional Vice President at Waste Management Inc, where he managed multi-million dollar municipal franchise portfolios and led high-stakes negotiations with municipal leaders and regulatory bodies across Southern California.

His public service background includes four years as an elected City Councilmember for the City of Orange (2018-2022), where he crafted local ordinances, managed intergovernmental relations, and conducted extensive community engagement efforts.

 

Prior to his Council service, Chip spent 16 years with the County of Orange, serving as Chief of Staff, Policy Advisor, and Communications Director to three County Supervisors, providing strategic oversight of the County's $6+ billion budget and 18,000+ employees; also serving within the County Executive Office, Public Works and Waste & Recycling Departments.

 

In 2022, Chip founded a strategic consulting practice specializing in public policy advocacy and strategic government relations. Most recently, he served as Chief Administrative Officer for the Santa Margarita Water District, where he managed strategic planning and execution within the areas of Information Technology, Customer Service Call Center, Water Use Efficiency, Communications and Legislative Affairs.

Chip holds a Master of Public Administration from Chapman/Brandman University with an emphasis in Local Government, and a Bachelor of Arts in Political Science from Chapman University. He has served as Chair of the Orange County Taxpayers Association (2017-2018).​
