Orange County Taxpayers Association Announces Chip Monaco as New Executive Director
Seasoned Public & Private Sector Leader to Lead Orange County's Premier Taxpayer Protection Organization
ORANGE COUNTY, CA – The Orange County Taxpayers Association (OCTax) is pleased to announce the appointment of Chip Monaco as its new Executive Director. Monaco brings nearly three decades of distinguished experience in public and private sector leadership, government relations, and public policy advocacy to Orange County's only countywide organization exclusively focused on representing taxpayers.
"We are thrilled to welcome Chip Monaco as our new Executive Director," said Adam Wood, Chairman of the Orange County Taxpayers Association. "His extensive background in government relations, policy development, and organizational leadership makes him the ideal candidate to advance our mission of ensuring taxes and tax-supported programs are fair, understandable, cost-effective, and good for the economy."
Distinguished Career in Public Service
Monaco served on the Orange City Council from 2018 to 2022, championing fiscal responsibility and transparent governance. He also served as Chief Administrative Officer for the Santa Margarita Water District, overseeing critical operational divisions including customer service, information technology, and legislative affairs.
In the private sector, Monaco held senior executive positions as Regional Government Relations Manager for Waste Management, Inc. and Senior Vice President for CR&R Inc., managing solid waste and recycling operations throughout Southern California.
Prior to his private sector experience, Monaco served in various leadership roles with the County of Orange, including Chief of Staff or Policy Advisor to three elected members of the Orange County Board of Supervisors and within the County Executive Office, Public Works and Waste & Recycling Departments.
In 2022, Chip founded a strategic consulting practice specializing in public policy advocacy and strategic government relations.

Monaco holds a Bachelor's degree in Political Science from Chapman University and a Master's in Public Administration from Chapman University/Brandman University. He previously served as Chairman of the Orange County Taxpayers Association and has extensive community involvement including board positions with various chambers of commerce and civic organizations.
